Communications and Knowledge Management Consultant

Background and purpose

AgirPF is a USAID/WA funded project, which started in 2013, and aims to increase the access and use of quality FP services and information in urban and peri urban areas of 5 countries: Burkina Faso, Côte d’Ivoire, Mauritania, Niger and Togo. Now in its 3rd year of implementation, the project is gathering a vast pool of information and experience in family planning and reproductive health, therefore it is important to store and share all this knowledge and experiences in systematic and sustainable way. Therefore, EngenderHealth intends to develop a communications and knowledge management (KM) plan which will manage knowledge more effectively and provide a framework to support EngenderHealth’s goal by conducting evidence-based programming. To develop the KM plan a proficient consultant is required. The scope of work (SOW) for the consultant is developed and attached herewith.

Knowledge Management Consultant

Qualifications and Experience:

Masters’ degree in Public Health and or Social Sciences and/or other relevant field with at least seven years of working experience in health and family planning programs in West Francophone Africa.

Extensive experience in the field of Knowledge Management, Communications, and/or Capacity Development preferably in an international development organization with a proven track record of successfully delivering Communications and KM strategies

Excellent writing and organizational skills

Strong communication skills both in written and verbal French and English

Strong computer skills in different software MS Word, MS Excel, Power Point etc. As well as proven experience in web-based KM

Experience with SharePoint, ThoughtFarmer, or other content management systems preferred.

Knowledge skill and abilities

Highly developed in conceptual, analytical, and innovative problem-solving ability; demonstrated ability to handle complex knowledge management issues

Extensive practical experience in applying information technology to the implementation of knowledge management and knowledge sharing strategies

Proven ability to build and maintain close and constructive working relationships with peers, management and staff in defining and fulfilling knowledge needs

Knowledge about the FP/SRH environment in West Africa

A team player, ability to multi-task and work in cross-functional, fast-paced environments with the pressure of multiple deadlines

Commitment to the organization’s vision, mission, values and approaches

Responsibilities:

The incumbent will be responsible to:

Develop and implement a KM plan

Develop the KM plan in close collaboration with the senior management team. The strategy will include a roadmap for implementation of the KM plan and a pipeline of knowledge products (reports, briefs, etc.) to be produced.

Support senior management team accountabilities, strategic priorities, and core enabling functions in relation to KM

Liaise with global KM; monitoring, evaluation, and research; technical; and communications staff to support the development of knowledge products.

Contribute to KM resources by preparing best practices and capturing KM practices through written stories and video debriefings

Liaise with global KM and communications teams to ensure corporate communications efforts include up-to-date and relevant information about the Bangladesh program including but not limited to the public website, social media accounts, and newsletters.

Ensure effectiveness of KM programs and activities by analyzing KM activities, monitoring their use, and measuring their impact utilize knowledge bases, networks, communities of practice and other sources to synthesize responses to queries

Build staff and organizational capacity on KM

Promote knowledge sharing through the organization’s operational processes by strengthening links between knowledge sharing and information systems, improving integration and facilitating information exchange across systems and by working in collaboration with the program staffs to implement the KM systems and tools

Participate in organization efforts to strengthen capacity around KM, including participation in organizational working groups, communities of practices, and other forums.

Stay current about KM tools, trends and methods and leading knowledge transfer and exchange methods and practices so as to continually improve the performance of this outcome area

Provide training and support to program staffs and partners for KM tools, replication methodologies, Knowledge Transfer and Exchange (KTE) technologies or other learning material

Conduct outreach programs and training for program staffs and program partners in use of KM materials/tools

Working conditions:

Short term contract, daily basis payment;

Contract may be terminated with a written notice of 24 hours by either party.

Daily working hours is at least 8 hours.

Deliverables:

The Knowledge Management Consultant will follow all the standard terms and conditions of AgirPF where and whenever applicable. The main deliverables will be:

A KM plan including a pipeline of knowledge products and steps for regular updates (12 days)

A monitoring plan for the KM plan (6 days)

Identify and obtain required resources (3 days)

Guidance for implementing the KM plan (5 days )

Write as well as Provide guidance on re-writing, reviewing and guidance on finalizing the publications/ documents (15 days)

Provide training to AgirPF staff in use of KM materials/tools (4 days)

In completion of this assignment, the consultant will submit a brief completion report to AgirPF Regional Office.

Timing and Required Working Days: The Knowledge Management Consultant will be hired for a period of six months starting from date of assigning and will complete the work within 45 working days. However, her/his contract might be extended subject to the need of the project. At the end of each month, s/he will fill-up the AgirPF prescribed time sheet.

Reporting and Supervision: The Knowledge Management Consultant will report to the Chief of Party, AgirPF.
